Per Saldo is the Netherlands association of people with a PGB. Budget holders set it up themselves, and budget holders determine its policy. So Per Saldo is the prime organisation for and run by people with a personal budget.

1. Information and advice

Per Saldo provides information and advice on everything to do with personal budgets.


For everyone

  • Per Saldo publishes booklets, leaflets and other publications on a whole range of matters relating to PGBs. Per Saldo publications are also available in alternative formats.
  • Per Saldo publishes an up-to-date Help Guide, with names and addresses of help providers and help organisations ordered by region.
  •  Per Saldo has developed a handy computer program, a Budget Planner for managing your personal budget and accounting for your expenditure.
  • Per Saldo provides information and organises discussion forums on the Internet at www.pgb.nl.
  • Per Saldo arranges information meetings throughout the country.
  • Per Saldo holds courses on PGBs for budget holders and service providers.

For members only

  • As a member of Per Saldo you can obtain information and advice tailored to your needs from the service department.
  • Per Saldo maintains 'members only ' pages at www.pgb.nl, where you can for instance place advertisements to find a help provider
  • and exchange experiences with other budget holders.
  • As a member of Per Saldo you receive a discount on the Per Saldo Help Guide and the Budget Planner.
  • Members of Per Saldo receive the association's magazine 'EigenWijs' posted free to their homes every two months.

2. Support and representation

Per Saldo provides support and representation (including legal representation where necessary) for its members through its service department.

If you are a member of Per Saldo, the service department will provide you with information and customised advice by telephone and will also assist you in organising help and support, finding suitable help, concluding agreements with your help providers and managing your budget.

  • Per Saldo will represent your interests if you experience problems with the needs assessment, the allocation of the budget or making arrangements with help providers and organisations. You will be given advice tailored to your situation and if necessary legal assistance in conducting objection procedures. And you can also count on Per Saldo's advice, support and legal assistance in the event of employment disputes or other conflicts with your help providers.
  • Members of Per Saldo can consult the legal centre of the Dutch Council of the Chronically Ill and the Disabled (CG-Raad) for information and advice on other legislation and regulations (such as municipal transport facilities, aids available from the health care insurer or benefits from the Benefit Agency).
  • As a member of Per Saldo, your membership card will entitle you to attractive discounts from various companies, for instance when purchasing aids.
  • Members can telephone Per Saldo's service department on (030) 230 4066 Mondays to Thursdays from 9.00 a.m. to 5.00 p.m.

3. More control

People with a disability, a chronic illness or psychiatric problems need to have more opportunities to organise their lives the way they themselves want. So Per Saldo is fighting your corner with the politicians, the care administrators and the help providers of the Netherlands. To do so, Per Saldo works together with other patient and consumer organisations. Per Saldo is campaigning e.g. for:

  • A better PGB scheme for care, help and support under the Exceptional Medical Expenses Act (AWBZ), with more straightforward implementation, realistic tariffs and simpler accounting.
  • The widespread introduction of personal financing in a variety of areas, e.g. for education, for the provision of aids and facilities, and for reintegration into the labour market.
  • The ultimate objective is an integrated participation budget putting the control of the whole of people's lives back into their own hands.

Becoming a member

If you are a budget holder or have applied for a PGB, you can become a member of Per Saldo. As a member, you can make use of all our services. You will have a vote at general meetings and you will help to determine Per Saldo's policy.
While organisations and service providers cannot become members of Per Saldo, they can take out an Information or Consultation Subscription.
